United States citizens and Permanent Residents can work legally in the US.  Other individuals including people who are here on a visa, Temporary Protected Status, asylum, etc. need permission to work.  An Employment Authorization Document ("EAD") is proof of permission to work.
 
Not everyone is eligible for an EAD.  You must show the USCIS that you are eithetr in lawful status or have an application pending to achieve lawful status.
